Congress Passes the Medicare and Medicaid Extenders Act [12-11-10]

On December 9, 2011 the Senate passed the Medicare and Medicaid Extenders Act and early this afternoon the House passed it as well to address the Fee Schedule and the Therapy Caps. The bill will now be sent to the President who has already endorsed the legislation.  The bill would, among other things:

      • Extend current Medicare payment rates under the physician fee schedule through December 31, 2011;
      • Extend the outpatient therapy caps exceptions process through December 31, 2011;
      • Extend the Medicare Modernization Act section 508 hospital geographic classifications through the end of the fiscal year (June 30, 2011);
      • Repeal the delay in RUG-IV for skilled nursing facilities and permit RUG IV  to go into effect on October 1, 2010.

The $19.2 billion cost of the bill is funded through the recapture of certain premium subsidy payments under the Affordable Care Act ($19billion/10years), a reduction in the Medicare Improvement Fund ($275 million/10 Years), and a technical correction concerning hospital residency positions ($50 million/10 years).
